Indian consular services in the US run through VFS Global, and your application must go to the center serving your state of residence. India has an embassy in Washington DC and consulates in New York, Chicago, Houston, Atlanta, San Francisco, and Seattle, each covering a set of states.

The simple version:

  1. Find your state on the VFS jurisdiction list for Indian services.
  2. Apply through that center only. Wrong-center applications get returned.
  3. Jurisdiction follows your current residential address, not your birthplace or your parents' address.
  4. If you recently moved, update your address proof first. Utility bills and lease agreements count.

This applies to visas, OCI applications, passport renewals, and attestations alike. The VFS site lists the jurisdiction mapping clearly. Check it before you pay, because the fee follows the application, and the application follows the jurisdiction.
